Resolved 1G Timing Belt Tensioner Pulley Washer?

I replaced the pulley on the timing belt tensioner after finding it would not turn once everything was tightened down. I am sure it was not a factory pulley.

Once I got the new one installed and torqued to spec the same thing happened. The pulley is dragging on the water pump and its own mount. I had to put a washer behind it for clearance and to line up better with the other pulleys.

Is there supposed to be a washer behind it ? Anyone else run into this with Dayco pulleys ? I had to get a shorter bolt for the idler pulley also.
 
The rear of the tensioner pulley makes contact with the surfaces behind it. It also caused the belt to ride back on all the other pulleys. Its some type of part supply issue with Dayco. I had to get a shorter bolt for the idler pulley because it is recessed compared to the original.

The other tensioner pulley that I took off had the same problem so I don't have anything to compare it to. I would suggest that a few others have had this problem from a post I have seen and just not realized it.

The engine is on a stand, and I have done timing belts on Fiats, Toyotas, and VWs without an issue. The issue is in the part if no washer was there.
 
The issue here has got to be the pulley itself. If it looks in any way different from the OE piece I wouldn't even consider using it. Are you really going to risk a motor over the 10-20 bucks you saved using a dayco pulley? I've done my timing belt twice with no problems always used OEM parts.
 
I didn't have the OE piece to compare to one the one dragging.

Thanks for the advice, I am going to order some OE ones. Fortunately I am not in a rush.
