I purchased a 1999 gsx some years back and decided that I would aim for the 10's

Engine:
Delta hks 272
Manley valve springs and retainers
Je .20 pistons
Manley h beam Ross
Celvlite rod and main bearing
Balanced rotating assembley

Turbo:
Unknown bullseye with .55ar housing
Punishment fmic
Greddy bov type s

Fuel:
Haven't decided

Electronics:
Dsmlink
Wide band
Boost gauge
Oil temp gauge

Drivetrain:
Xtd 4 puck clutch
Act stage 3 pressure plate
Tre stage 2 transmission
Factory LSD

Suspension:
Ebiach springs
Tokico shocks and struts
 
Good luck with the build. I would seriously spend the extra $50 and get an ACT disk. I wouldn't trust the xtd over 450hp.

Also just letting you know that the 99 has a programmable ecu. You just need a $150-200 cable and $25 software, and you can program the ecu like the evo guys do. People have made 1000hp on the stock ecu with this sort of setup, so I know it's capable of meeting your goal.

as far as widebands I recommend the MTX-L. It's more capable the the aem wideband and the replacement sensors are easier to find. Same price too.

You might want to look at the HX40. It'll get you to your goal, and the best part is that it's cheap, rebuildable, and will spool as fast as the ball bearing counterparts.
 
The software to tune the 99ecu, the Evo scan. Looks kinda harder to use than dsmlink. The tre transmission came with the car

What wide bands can I use if I run e85?
 
They'll all work with E-85, but the mtx will give you the widest range.

Evoscan just datalogs. If you run an evo ecu then you can also tune using it. The 2g ecu uses ecuflash to tune through the same usb cable. It's free so you can download it and see if you like it.
