Will J-B weld hold 20 psi?

Our cutter (little Coast Guard boat) has a steel hull, and aluminum decks and interior. There's a sandwich plate where the steel meets the aluminum. The steel is welded to one side of it, and the aluminum is welded to the other. I'm not sure what it's made of though. It can't be cheap either.

That's an explosion bonded aluminum-steel plate, I work with the same type of material.
