will a car without a harmonic balancer sound like a blown engine?

I just bought my 95 eagle talon (po said it had a rebuilt engine) and i decided to see if it even started well it doesn't have the balancer and its got a slapping noise coming from the motor. it looks like or smokes coming from the tail pipe but idk since its cold

UPDATE:the PO mustve used milk instead of oil because thats all i see (JK) but there must be water in the oil cause its pure white

a lil update on the car. woke up at 6 today and decided to tear into the motor. well lets just say theres rust all inside the bottom end of the car.....which shows me to believe they let the car sit in the rain without a head. then slapped some parts on the car put a hood on and sold it to a total dipshit like me...


Time to junk it get my 200 bucks and start all over

first im gunna part it out so if anyone needs anything for it pst me i have a whole car without a bumper. good glass ect
