When i bought the car it needed a few thing's (battery,head gasket tires and a new harmonic balancer) well whats the best way of going to put one on? Specific tools i will need?

If its never been removed, you need a puller. You can try the rental ones from autozone, but the only way i could remove mine was with the real chrysler oem puller made for that balencer. Its much beefier than the rental.

Than whats the question? Are you asking if you need a tool to put a pulley on?
i just started the car without the harmonic balancer. will it sound like crap without one on its got a cracklign noise coming from the car. It idles VERY WELL and doesnt bounce. idk if its smoke coming from the tail pipe or steam because its very cold
