why am I running so rich?

So I'm trying to smog my car an can't seem to figure out why it's so rich, I failed my first smog with 780ppm at idle and 125 at rpm. I don't know why this is happening when all I have is an evo3 manifold, 14b and 3 inch exhaust WITH a cat. I know plenty of people which has passed with these and can seem to find a problem with mine that would cause it to run this way. I have a 6 bolt block with a 2g head but I don't think this would cause any problems.

timing is good, plugs are brand new BPR6ES and I have all my stock IC piping

Are you referring to HC or NO with 780ppm? How do you know you are running rich?

What causes high HC.

possible bpr7es instead of the 6s. I wouldnt think it would matter at idle but under boost it will make a big difference and the issue could be that the plugs are getting gunked up due to the higher boost of the 14b. IDK in the wonderful state of IN we dont believe in that hippie crap of cleaning the air

I was told to replace my CAT to solve this problem, haven't yet

thanks guys, I do have a new cat that I can put on and was thinking of putting in BPR7's so ill try those and see if it works, worst case ill register my car in Utah .
the current cat on it is HUGE I think it's a 4 inch but I'm not sure and it's about 15 inches long, however it may be bad, the guy who smogged it was a huge dick and offered me no help as to how to fix my problem.

would a small boost leak make it blow that dirty?

My car failed miserably all because of my blown turbo. Maybe you're turbo is leaking oil in to you're exhaust?
