Be sure to include anything attached to the crank so they can balance the whole rotating assembly (harmonic balancer, clutch/pressure plate, etc).

+1 and your talkin about the front case/oil pump i would yes. Have them put in a balnce shaft delete kit also.
 
What is the "ribbed thing for crank"?

Are you referring to the crank sprocket for the timing belt? If so, then yes...they'll need that to bolt the balancer to.

As for the front case, oil pump , and timing components...it really depends on how much you plan on doing yourself. Those items wouldn't normally be considered part of a short block rebuild (at least not around here), but most machine shops will assemble them for you, at a price of course.

If your machine shop does charge for assembling the front case, that would be a good place to save a few bucks as it's relatively easy. (I assume you are bolting down the head and doing the timing yourself since you referred to a shortblock build).
 
By "ribbed thing" I believe he is refering to the main girdle for the 7 bolts. To answer the question yes they will need that and also if you are doing arp main studs you will need to give them the main studs and a spec sheet so he can properly align hone the mains. I like to give my machinist the torque sequence and torque specs for each sequence so that when he align hones it, it is more accurate so that when I assemble it myself it is as close as it can get to when it was honed. You also should include bearings so that clearances should be checked but if you are not assembling it you have to give him bearings regardless.
