What is this part called on the top of the cylinder block?

Is there any way to remove it? I want to resurface the block but it's in the way.

its called a dowel pin
they can be a bi*** to get out. im sure someone has a slick way of removing them. i just put a bolt or rod in it and vice grip it.

If you remove it this way, you will need new dowel pins

I would get it over with and order new ones. Then you don’t have to be gentle getting them out

Vice grips and pull them out, then just install new ones after the block has been decked. They're cheap.

Your machine shop should have a dowel puller to take them out without damage, just leave them if your having it machined and they should pull them.
