What is the purpose of these holes on a 4g64?

My 4g64 build is in the process of being assembled, and we went to put the third crank scraper on and it wouldnt fit. I spoke with the designer of this scraper and he said that some evos have these holes as well. He redesigned a new scraper for blocks that have them. We're just going to drill holes in it and be done, but if I ever have the pan off again I can swap for the revised one as he's sending it to me. Does anyone know why these are here? They dont seem to belong to anything obvious. Some sort of windage tray?

7 Bolts do have a windage tray but if I recall they are bolted down to the mains. Might be a revised version of it? I'll have to look at my girdle and tray to remember correctly.
