Looks like someone tapped into the cigarette lighter as a 12v constant for whatever reason.

^Thanks, what about the yellow, where does that plug go to that it plugs into?

That Yellow is plugged into the rheostat circuit, when you dim your lights that circuit dims all interior lighting, so looks like someone tapped into the interior lighting circuit as well.
