ok so i bought this eclipse 97 gst and car was fine i knew i had to do some stuff to it...later one the turbo seem to be failing...left it at my uncles house he knows some things about turbo...he placed this tube here we dont know what part is suppose to be there or if we need another hose with no hole there but the hole for the BOV

That's were the stock bov would sit. Is that just an open hole? That should be plugged

Yea, you have a HKS BOV. Plug that hole.

I'm not sure if its just my computer monitor, but is the nipple on your injen intake unplugged? If it is it should be plugged as well.

would it be better if i just get a hose with a hole just for the BOV right ?

ny 95 tsi awd i think i know which one you mean im not really sure i would have to check that too
today the car just poped when i was heading out the parking lot and i had no control over the steering wheel checked the power steer fluid and it was gone im hoping its just that and nothing major

Recirculate that BOV please. You can pick up a used intake pretty cheap in the classifieds.
