Just changed my coolant today, I cannot really tell what this film on top looks like. To me it looks like gasoline, if you've ever seen gasoline float on water. Previously I was running distilled water and antifreeze with water wetter just got knowledge purposes.

Please don't be a head gasket (did a compression test about 2 weeks ago and number checked fine)

I do not see anything to be concerned with. The light coat of material you see on top is likely some compounds within the coolant that have come out of suspension. This could also include the Water Wetter you put in. This will have no affects on performance. It could also be as simple as residue from the bucket you drained the coolant into. Lastly, peppers wouldn't be a great additive for cooling purposes.....

If you are that concerned about it, run another compression test, or send some out to get tested.

It is most likely a a seperation of the Wetter and the collant ..... when you see chocolate milk come out then you really need to be concerned
 
The bucket you're using to contain the coolant doesn't look clean, so I'm sure it came from contamination. If you don't have oil in your coolant or vice versa I wouldn't worry about it.
