Ways to cause Idle surge?

I know how to fix Idle surge, I did it on my last DSM. My other halfs car is a 95 galant. It's a 4g64 motor and virtually all of the items are the same for the intake.
It didn't pass emissions, so I figured I'd clean the butterfly etc as it had 1/4 inch of carbon on it. Plus the NOX was way off on the emission test, which usually means the EGR. The egr solenoid wasn't getting vacuum and that lead me to the vacuum line which is from the butterfly area also.
Long story short after I pulled the TB off and cleaned everything, it now has idle surge. All the time, really bad.
Bass is pretty much all the way down. I tried it in different positions to no avail.

My thought is that it might be the gasket. It looked to be fine, but if it wasn't could that cause it too? (I didn't have this problem on my last DSM)
Anyone else have that experience?

One other question. Could a bad Temp sensor cause the EGR solenoid never to enable the EGR? After this car warms up both fans are always on. Though the car never gets past half way. The CEL get's thrown intermittenly but autozone couldn't get teh ODBII link to work... Why else would the fans be on all the time if it's not overheating?
