Can alternator cause idle surge

So here is my situation, trying to track down the cause of my idle surge that has just started over the last week or so. I've been living here reading nothing but stuff on idle surge and have read the Terry's talon troubleshooting page 100 times. I've checked for leaks and nothing to major. Today I got to test the ISC with a meter and pins 1-2, 2-3, 4-5, and 5-6 all measured 29.3 ohms. Just a little bit about the surging, it doesn't start happening till after you start moving a driving for a bit. Basically when I start the car it will settle in and idle right around 900 to 1000 I'd say which is where it's set in link. If I proceed to let the car warm up and then start driving when I start to come to a stop and shift into netural the idle will have risen to about 1200 and stay around that area, sometimes if I sit for a little it will work it's way down to normal but not all the time. If I drive for an extended period of time it will start to actually surge where it will go from id say 1400-1800. Also every now and then it will do the opposite and when I shift to neutral the rpms will drop and almost stall (has stalled twice).

So it dawned on me a situation I had happen to me a few days prior to the surging proceeding to where it's at now. I had hit a puddle and the car acted like it stalled, the battery light came on and the brake light and the lights dimmed, but the car didn't actually stall and a few seconds started running fine so I continued home. I did get a little squeeling from what I assume was the alternator belt, that familiar sound we all know. So I got to thinking and wondering if a bad alternator could cause idle surge problems?? Anyone ever had that be the cause??

Also in the logs I've done I've been getting a few numbers that seem to be off. My tps voltage is at .65 volts (should be .63 correct?) and my iscpostion is at 18 at idle when idling normally (from what I read in one article it should be around 30??) don't know if those could attribute to the issue also. Any input would be greatful. I know this topic has been beaten to death and I've been trying to research it as best I can. I may have to take it to the shop to check out the throttle body internally and see if I have any exhaust leaks or a clogged cat possibly.
 
Can you log battery voltage in Link? that way you could see if there's any connection between the voltage that the ECU is seeing and the idle problems. Just a thought.
 
If the alternator is dying and the battery isn't fully charged you can expect all kinds of weird electrical problems to happen. The alternator output will fluctuate with changing RPM.

I actually had my battery voltage logged on my last log and it seems to hover around 13.7-14.0. But on that short drive I didn't get the larger surge. It raised to about 1200 when coming to the first stop sign I reached. Tomorrow I will try to make a longer log and see if I can get it to do the surging from 1300-2000ish
 
Like pyramid said dying alternator, battery not fully charged (wrong/inconsistent voltage) will cause all kinds of wanky to happen
