wastegate doesn't have enough room to open all the way?

So here i am still with boost creep issues, i have spent quite some time on here looking and have learned alot about it. So tonight i took my actuator rod off to inspect the action of it. I opened the wastegate flap on the exhaust side and watched how far it opened, then i held it in the all-the-way-open position and pulled on the actuator rod with both arms and pulled it out as far as it would go. I then saw that the acuator rod wasnt even close to where the wastegate flap would be all the way open on the exhaust side. I am very stumped and any input would help me greatly. Maybe get a few wiseman's in this thread or someone that has experienced this before would be excellent.

Alex the air pres going into the actuator only moves the rod 3/8"
DON'T pull the rod further & possably damage the diaphram.
Set it up with a full hole preload where the rod goes on.
You can modify the actuator to stiffen the spring or you can buy
aftermarket actuators with stronger springs or go ext w/gate.
No offence, but stop pulling it :nono:

Yup known problem, you can try to find and adjustable actuator also or just make sure you have the wastegate area ported correctly.
It should also be noted that the creator of the modded actuator still had boost creep issues with the actuator in place:

The only way to truly solve boost creep is to add exhaust restriction, although there are some rare cases that a turbo will still creep with proper exhaust restriction as well. This is normally a problem when small turbines are paired to excessively large compressors, and attempted to run at low boost levels.
 
Thanks guys i appreciate all the help! im going to try a few things and see what happens. I also saw that there is a way to shim it with washers? I was wondering if i could possibly do that with the 14B? :hmm:
 
Shimming delays the opening of the wastegate by adding spring pressure in order to achieve higher boost. The most amount of washers I've ever seen under a wastegate bracket was (5) on Curt Brown's 16G-powered 1G that ran 10.33 a few summers ago.

This would be the opposite of what you'd want to do if you're having trouble with boost creep.
