Bare minimum on a budget type stuff for a 16G should be at least a wally 255,an Apexi AFC, a front mount, and exhaust. Injectors would be a plus but if you don't purchase them, keep boost to a modest 18psi or there's a possibility you could run a touch lean on the big end. Keep in mind that there are far better tuning piggy backs than the AFC and if your going big later you may want to spend some money on a link or another type of engine management, but if your wallet has thin lining then these are the mods I would do to keep it cheap and make decent power-

That said a proper service should be first on the list. Check your engine mounts for damage, cam seals crank seals and leaky valve cover gaskets,change your fuel filter as it's one of the most over looked parts of the service by the average owner,change your coolant ,and oil change your gear oil in the trans (if it's a manual) and flush your brake fluid if there's no record of service in the fairly recent past as well......change your timing belt and balance shaft belt if you haven't had any hard proof that's it's been done recently (like service receipts from the shop or receipts from the previous owner kept with service records from when they performed the service) otherwise you could be over looking some potential failures that will side line your car till you get the cash together to put it back together again. Besides, doing these things will just enhance the driving experience as a whole. It will just be far more livable when the right service work has been done.

Im thinkin a tdo5 16g. But like what all do you need to buy with the turbo

You need an installation kit that includes oil line.
if you have a t25 you need a J pipe to connect the 16g to the inter cooler pipe.

Start with Maintenance - see the upgrade path
If you staill have the plastic 2g BOV replace it and the upper IC pipe first, unless you are going to jump right to FMIC.
 
exhaust, intake, tuning, fuel, headstuds, fmic, turbo.... search. This has been covered 185475623822990447482 times. The turbo should really be the last thing you upgrade. It's like buying a hot tub to put on your back deck, but you don't have a house. Figure out your power goals and budget and go from there. A basic 16g setup should be wideband, you have a 95 so maybe get DSMLink or swap in a 98-99 flashable ECU. The SAFC will work too but it's not as good. Get used to datalogging and tuning. Get your exhaust taken care of with a 3" turbo back. If you're a 5 speed, get an upgraded clutch. For fueling on a 16g, a 190 pump will work or I went with an EVO9 pump on my 99 Eclipse. They flow about 205. Either pump is plenty for a 16g and you won't need to buy an AFPR. ARP headstuds will keep the head planted. For injectors, somewhere in the 650 range would be good. Boost controller, boost gauge, FMIC, THEN get the turbo.
