turbo psi should do?

ok the question is on my 95 talon tsi i put a used turbo in and its a oem so nothing diffrent but someone welded exhaust mani to it which is not stock at all but the question i have now is that when it boost it will go up to 12psi then drops back down to 7psi is that normal or what would cause that and it dont stay long at 12psi its just when i hit the gas hard it will boost to 12 for a sec then down to 7.

Sounds like you have a leak somewhere to me. I'd do a boost leak test and find out. My stock 2g turbo would do about 16PSI or so, and taper down to 12PSI at redline.
