transmission shifting late

i have a 95 auto tsi and my transmission is not shifting to around 4000 rpms and when it does it shifts hard also when coming to a stop it downshifts hard i also tried putting fluid in but no help any suggestions

Sounds like a stuck check ball in the valve body, either that or the solenoids could be bad, or the TCU may have take a dump. Also how much fluid did you add because over filling can cause the same thing. And dose it do it when it cold, hot, or all the time. Either way let me know, and I might be able to figure it out with a bit more information.
