2G Timing belt clattering

So, I got under the car tonight to do some investigating to try and find out what that clattering noise is coming from the front of the engine down low and here's what I found, #1, the timing cover was held on by 3 bolts, and the belts had been rubbing it raw (holes in places), it was cracked in a few places and rubbing, and #2 no balance shaft belt, that's great. I love when good for nothings work on cars and tear them up. Should I put the balancer back on fire it up to see what makes noise with all accessory belts missing? What would you guys do?

I turned it over slowly and didn't hear the clattering, I wonder if that clattering noise was that piece of crap timing cover up against those pulleys/belts. Now I've got to find a new lower and middle cover, I'm pissed. >=\
 
First you have to make sure the balance shaft off the oil pump hasn't been removed (can tell just by turning the oil pump by hand). It's a common and good way to do a balance shaft elim with leaving the front shaft in; it's much easier, plus you don't gain so much oil pressure. I've done it that way on 3 4g63's so far.

I've done a ton that way myself. I just turn the stock oil pump shaft into a stubby. It's not so much that it's easier, because i only do it on an engine stand. But, the oil pressure isn't 60 psi at idle this way, as you mentioned.
 
Originally started out trying to hunt down the clacking noise. I've heard of people leaving the front shaft in without the belt, but doubt that'd be causing that clacking noise. The belt tension looks and feels okay, looks like a new belt, hard to tell if it's a new tensioner. If this thing is in worse condition than I think it's in, I'm not putting it back together, this motor will be gone. So, fire it up with just the crank pulley? Reattach the water pump pulleys? (Never could get those out for some reason, all 4 bolts are loose, just wedged between the pump and frame.)
