Timing adjustment ground not working...

My timing adjustment ground stopped working after I installed a new engine wiring harness. The continuity is perfect from the plug to the ECU. I can't get the damn car to idle straight or hold the idle up when I am coasting in neutral. It worked perfectly before but now it's just not reacting. I have no idea why...

I disconnected my IPS to see if it changed the idle because I had a feeling the ECU wasn't detecting idle condition. Disconnecting it made no difference.

Then I checked the IPS and it worked fine, with one problem... it's working even with the car off!!!!!!!! What the hell is going on???

The ECU is shutting down (IC110 is working) so why do I still get voltage on the IPS??
