Tial F38 Wastegate won't come apart?

Ok, here is the deal. I have a tial f38 bolt on style wastegate. I bought it used from a trusted buddy but he couldn't remember what spring is in it. I want to take the top off to see what spring is in there but it wont come off. I can take all 6 bolts out and the cap doesn't budge. Ive tried hitting it with a rubber coated screwdriver handle, I tapped the valve from the underside to see if that would do anything and nothing. It just wont budge. As I understand these things like to explode when you take the bolts out but I can't get mine to do anything. Any ideas?
 
It may have stuck together due to the heat, it happens all the time. Smack it with a rubber mallet and make sure you put at least 2 bolts back on so it doesn't fly open when you smack it.
