I just took off the tensioner arm and pulley i don't know how to resinstall the arm and pulley so they can rotate freely the way i have it installed right now they wont move at all any help appreciated thanks!
 
no it is not rusted the pulley is in perfect condition i had to take the tensioner arm and pulley to get to the water pump bolts. now i'm not sure how to install them back on properly.

I'm not sure if the arm is installed in the correct postion it dosen't pivot and the pulley only moves when the bolt is loose
 
It sounds like you have let the arm drop (because you probalby don't have the hydraulic tensioner on yet) and it isn't fully on the fulcrum. Lift the arm up with no bolt in it and you'll see you can push it all the way on the fulcrum. At that point you can install the bolt. If you're still confused install the hydraulic tensioner and then install the arm, you'll see what I mean.
