Tensioner arm question

I bought my car after someone had tampered with the tensioner arm and it didn't have any washers or anything between the bolt that holds it on and the arm itself, thus pinching the arm against the block. I put a washer in there to give it some space, but the arm still gets stuck. Does anyone know what type of washer/bolt/etc. goes there?

Lets start with the part numbers, according to CAPS:

MN119896 - Tensioner arm
MF241251 - bolt
MD129421 - washer

Make sure you have the correct tensioner arm. I put a light coating of assembly lube or white grease on the tensioner arm shaft and inside the tensioner. Slide the tensioner on. I also put a light coating of lube on the outside of the tensioner where the washer will make contact. With the above washer against the tensioner, torque the bolt to spec. Do not put a washer behind the tensioner. Also, don't use any old washer that seems to fit. The washer you tried may be weaker and could be bending, causing the pinching. If you still have a problem with it pinching, I would suspect you may have the wrong or damaged tensioner or you have overtightened the bolt.
