Hi, I am rebuilding a 1992 7 bolt engine.

I'm trying to make sure I am assembling right.

I am at the point of installing the tensioner arm. Problem is, I do not know how many washers or length of bolt I am supposed to have in it.

I also do not know the function, is it supposed to move even when tightened down, or is it supposed to say. As of right now, I have a bolt and 1 washer on, i tried 2 but I don't think that is right. I tighten it to around 20 lbs. The arm moves freely.

yes its supposed to move, the tensioner applies pressure to the arm in turn the pulley mounted to the arm press's against the timing belt, if it didn't move it wouldn't transfer the force from the tensioner to the timing belt.

+1. if its not mounted right, the pulley wont be on the belt like it should be and could wear out the belt prematurely, so make sure when the belt is on the pulley, its in the middle of it and not riding on one of the edges.
 
Yea, I think I got the wrong pulley. Had to order a different one. Anyways So, I just put the big washer on and then the bolt and thats it??
