*Starter* not doing its job. *HELP!*

Hey all, just bought this car, and now I'm having some issues with it.

It's a 1995 Eagle talon TSI AWD. Auto, No mods what so ever.

Back ground: Had this problem since day one of me owning the car(Had it about a week). Took the starter out, it's a rebuilt one, had it tested, it passed with flying colors. Re-installed tightened and cleaned connections. Had a flat battery at first, swapped it for a newer one, problem persisted.

Problem:
-Sometimes the car cranks right up and starts(previous owner threw jumpers on it and messed with the terminals causing it to start right up)
-Starter barely cranks the car making a low growling sound as it turns the motor. The lights on the dash do not dim, it's as if the starter motor isn't drawing that much power(Or just isn't getting it)

Anyone have any ideas?

it may be a engine problem and not starter. WHAT DOES SOBO STAND FOR?

And I doubt its a motor problem it drove great to my house.

try the relay under the dash, I have a similar problem with my car(power to everything BUT the starter) and now I'm going to try that , check all the connections and make sure their tight....

That's exactly what my starter was doing after my clutch install. Took it back out and made sure nothing was grounding out or loose. For some reason I just took it out and put it back in and no problems now

check the little metal prong connection on the starter,( the black clip with wires that slides over a copper prong) mine was loose and had come off or something maybe during the re-install of the starter,but when I wedged it back on it started fine. i,ve been driving around all day.

not enough power to starter, get a multimeter and test your connects as well as your battery.

Make sure you sand down/clean off all of your contact points too, grounding is a big part of many starting issues, jumper cables somewhat bypass the need for good grounds and make starting the car much easier.
