Runs Bill Gates rich after build???

So I just finished my build on my 98 GSX and its running good but super rich. I just bought the car and found it has a bad head gasket so i pulled the motor and did some mods. Balance shaft elim kit, egr delete, head studs, manley valves, bc valves springs, bc 272 cams, adj cam gears, gates belt, and 3g lifters. turbo has no play but it does have a blitz bov that is vent to atmosphere. it has a o2 spacer and turbo back exhaust also. I have heater curcuit codes and output voltage reads 0.06v on bank 1 and 0.02 on bank 2. both move when rpm is raised...
any ideas where to start?

Could be your atmospheric bov, I've seen some people with those problems. What injectors do you have? Your stock injectors have a wider spray than most big injectors so usually you can get away with more.

I just have stock injectors.. Ive been thinking and would i only run righ after dump with the bov?? upstream 02 is still reading a solid .06v and the downstream changes but averages a .8v
also getting a misfire on cylinder 1 code AGH!!!
