Radiator fans

Ok my 95 eagle talon esi has 2 radiator fans. (i assume just like everyone else) This may sound dumb but i noticed my drivers side fan doesnt spin. The other one on the pasenger side kicks on when the engine gets warm and kicks on when i turn on the ac. Is the other one just kinda for looks or what??? I dont ever remember seeing it move since i bought it.

I'm pretty sure that 2nd fan is the condenser unit fan.

Yes, unless you've done some custom wiring, the drivers side fan is for the AC.
