You usually pre-bake the part you plan on coating for longer and a higher temp then you plan on baking it with powder on. This helps to get all the gas trapped in the part to escape before you lay down a nice layer of powder. Obviously if this happens after you've coated the part you'll see bubbles in the surface.
 
Well for starters you need a 5 gal bucket of B-17 chemical - it strips everything off any part (valve covers, pulleys, cam gears...etc). The part comes out as bare metal part.

You can skip the chemical and sandblast it.

Then is out gasing - pretty much you put the part in the oven at 450 degrees (temps higher than the melting point of the powder) for 1-3 hours depending on how big the part is and how much oil it has been exposed to. In about 30 min it will start smoking alot (clouds and clouds) so you better be in ventilated area (not a good idea to use your kitchen oven). When the part stops smoking or the smoke is reduces by alot the part can come out for a cool down. After that another blasting is in order and a coat of powder primer to go first before base coat.

This is the proper way to PC and Some steps can be skipped.

I had to outgas my cam gears fro 1:30 hours before applying chrome and then candy. My VC took about the same time.
