yes you can, but be sure to mask off the belts contacting surface, u would not want to slick up that surface... and the surface that bolts to motor, since adding microns of powder coat could make a tight fit..

Powder coating the harmonic dampener is iffy. The heat from melting the powder isn't going to be good for the rubber holding the two parts together.

They are no problem. The belt will wear off any coating pretty quickly.

We do them all the time, you won't have any problems UNLESS they get the coating on the contact surface pretty thick which can cause problems.
