does anyone know if the oil pump sprocket for the oil pump should turn freely mine sticks 1/4 of the turn kind of like clicks but the other 3/4 of the turn it turns smoothly is this because of the balance shaft or are the gears effed
or what?? just want if i have to tear everything apart. thanks

There shouldn't be anything restricting its turning.

But is there supposed to be a 'slight' resistance because it is moving in there with oil? Oil pump whines a little when its cold in the morning (17-19*F) but goes away after engine is warmed up properly.
