no power to diagnostic port

I have been dealing with this for a while now on my 98 GSX, I have no power to my diagnostic port, I used a test light on pin 16 which is the power wire and got no result. Also there is no power to my cigar lighter, yet the fuses are all good. I used my test light on the cigar lighter fuse itsself and it only lit up when I would put pressure on it, so I pulled the fuse and only one side of the fuse lights up the test light. This is also the case with my door locks, my locks dont work unless im pressing in on the fuse. Any help is appreciated, since my CEL is on and I have no way of finding out what codes are registered
 
If you are trying to find out what your CEL's are you can do the "key dance" and it will flash you your codes and you can simply look up what code it is. Very easy to do!

THE KEYDANCE
To check the PCM codes, insert the key into the ignition and switch the key ON-OFF-ON-OFF-ON within a 5 sec. time period. Then count the Engine light flashes. The number of flashes represents the trouble code. There is a slight pause between the flashes representing the first and second digits of the code. Longer pauses separate indivdual trouble codes. All codes will end with 55 which signifies End of Codes / No detected failure.

Then with those codes just do a simple search and you will find your problem

This wont work for him, keydance only works on non turbo models
 
Not only would it be nice to know my codes, but I also would like to install dsmlink at some point in the future. I can do without my cigar lighter, I was playing with the idea of hard wiring the connectors I need for my cell charger and gps in its place anyway. It is just very inconvenient to have the diagnostic port inoperable.
