Diagnostic port has no power??

I have a 98 tsi awd and i have a CEL and i cant seem to get any odb2 scanner to work on it because there seems to be no power going to the connector. As far as i can see i have no blown fuses anywhere and everything in my car works. The cars run fine as far as i can tell. Only aftermarket parts i have are pioneer dvd deck. I was hoping i could find some help please.

Did you check the cigarette lighter fuse?

i have not checked it yet but the lighter does work.
