No oil to the cams!?

So I jumped a couple of teeth on my timing belt for my 91 laser RST. Pulled the head, and thought I would save some time and money by getting a used, but supposedly good, head from dsmtrader.com

Anyway, put the head on with a new headgasket, and fired her up. She sounded good, but while I was taking her for her inagural test drive, she sputteredand died, and then the engine seemd locked.

Dammit.

So I pulled the valve cover, and the cams, and found that the block was fine, but the cams wern't getting any oil to them, they were bone dry and they had scraped the hell out of themselves and the head, untill they locked up and kept the engine from running.

So my question is two fold, one, can I sand down the cams and head and put the thing back together?

what are the tolerances for the the head and cams?

And two, any idea how I could have blocked the oil passages, that squirt up to the cams?

As far as I can tell the head gaset is on right, and its not just one oil passage, but the vast majority of them, there were 5 that are getting oil but not a whole lot, and from what I can tell probably not enough.

Is the head F*cked? Any help would be greatly appriciated.
