no dash or head lights after wiring harness swap

thats the problem i'm running into now, i've spent nearly the past year and a half putting this car together and now I've got it running, now its just all the little problems to fix.

I swapped the harness out because mine was hacked and cut to hell and back, the headlights, interior lights, and auto seatbelts worked fine with the old harness. i put in a new harness and the dash and head lights don't work, the auto seatbelts act like they're seeing absurdly low voltage.

any suggestions would be greatly appreciated. please don't say fuses though, i've checked the 2 engine bay boxes and the one under the dash, all the fuses i could find are fine.
