New motor, low comp. in cyl #2, need some help

I decided to do a compression test on my new motor today, and I have some questions. Here's the results from the dry/wet compression tests:

cyl1 142 155
cyl2 100 175???
cyl3 145 155
cyl4 145 155

WTF is up with that? Since it went up with oil in the cylinders, can I rule out valve seals, cam timing, and blown headgasket? The reason why I tested the motor was I was pushing coolant when I was in boost. So, I tightened down my studs to 110 and wanted to see if that helped, and I find this.

Another problem I saw when using my air compressor to see if I could tell where the air is going was on cylinders 1 and 3 would leak air into one another (meaning I could add air into cyl.3 andcover the spark plug hole in cylinder 1 and feel air). I was adding air while ensuring it was at TDC by turining the crank a little every way and it was.


The motor is a 2.3 9:1 comp with only 200 miles on it. One of my big questions is there still time for the rings to seat better (if that's the problem at all), or for the enigne to break in?

Am I screwed, or what/where do I go from here? What else can I try?

fresh rebuild. were the rings gapped correctly? is there pressure comming out of the oil dip stick tube when you put air in? was the head a fresh rebuild as well and are the valves seating correctly?
 
The rings were gapped correctly. I put air into the cylinder an I could hear air coming out of the dipstick, but no more than all the other cylinders.

The head was rebuilt less than 300 miles before the bottom end, but it was decked when I did the bottom end. Could. It be anything else than the rings? Would valves or a headgasket cause the compression to go up that much?

I've been thinking injustice drivin it for a little longer to see if the numbers rise in there anymore, but I'm not sure if this will help or not.

there may be a slighty bent valve allowing the compression to escape

from the dry readings to the wet readings, it looks like the rings have not taken a full set yet.

but with air crossing from 1 to 3 I would be looking for a valve that is not seating

run a leak down test, 2 times, one as the engine is as is... then another by removing the cams (or atleast the followers) so you know the valves are fully closed
