new dsm - bogs down??

What's up yall. I'm new here to the forums so I'm tryin to learn. I'm looking at a 98 eclipse gsx. The motor is completely built to handle 30 psi and roughly 550 hp give or take. He says its never been tuned with 30k on the built motor...the car has been running 10psi daily and bogs down at about 5k rpm. I'm wondering if all it truly needs is a professional tune. Any help would be appreciated.. Ps it also has a garrett 60.1 turbo, I'm wondering what kind of power and psi it can hold. Thanks!
 
Well we would need to know what all is done to the car. It sounds like it might just need to be tuned. What kind of tuning is her using? The amount of psi depends on the tune and the gas.
 
Do a boost leak test. If you don't know what that is you can use the search button to find more than enough information. What tuning device does it have? What size injectors? If the car is "built" and has only been running 10psi for 30k miles then the guy that built it is probably an idiot. FWIW a stock engine can handle about 500hp
