multiple problems!

my check engine light came on and the engine wont go over 1.5K rpms sometimes it will die and when its shut off with the key on it will say the rpms are at 4k, and there is a clicking noie coming from the isc motor(have 2 both do the same)

tried to check the engine code with a analog neter but when the cel is on the meter doesnt move from 0, when the cel is off it moves back and forth like normal operation, so why is it not reading the code???

also have a HUGE exhaust leak right where the cat connects to the downpipe and was wondering if that would be making me run rich b/c maybe it would be messing with 02 sensor?

I have the same problem with my ISC. Even when I just turn the key to ON, not even START, it starts going crazy. I just replaced it and the ohm readings were just fine. The only thing I could think of is maybe the piston is mis-aligned and is trying to get to the fully closed position but can't. Any other logical ideas would be awesome.
