Missing washer drowning 14b????

Hey forum, so I recently had a project going of swapping a n/t to turbo motor on a 94 talon. Money and my budget doesnt let me finish that swap. Im in need of a running car asap. So im selling my 94talon with gs-t motor, tranny, ecu and turbo.

Anyways im lookin to buy a tsi my friend got a while back and I was check it out and he told me tgat the turbo wont kick in no more. a, month ago re tightend the top ic pipes nd took off the intake hose. When I took off the intake hose it started leaking oil. We left it for a while without the intake pipe. And as his way home he said that the turbo started to kick in a little. The guy he bought it from said it was missing a washer. My friend never put a washer. and well im thinking of taking it off his hands but wondering if its possible that its just drowned in oil? Theres no shaft play. Should I just remove tge turbo. Get the oil out and add a washer? might that fix the problem? Anyone else encounter this type of problem?

Which washer? Where at exactly? If he means inside the turbo, that inclines me to believe the turbo needs rebuilt or replaced. You can get a rebuild kit for about $50 and do it yourself, the directions are online.
