I bought this turbo a while ago. However ,I don't know much about turbos but the price was right and it was sold to me as a 20g, it doesn't has any shaft play and it was supposedly rebuilt. My question is does this turbo looks like it was rebuilt and if it was does it looks like a good rebuilt in your opinion? Thanks

Rebuilt how long ago? Was it used after? If not, it appears they didn't clean anything properly.

If it was used after I have no way of knowing whether it was rebuilt or not....like staring at an engine block and guessing what's inside.
 
From the looks of things I would say it's still a good turbo. The exhaust wheel looks really clean and does not have any oil residue on it and neither does the heat plate behind it. It's hard to tell from a picture if something is good or not but if there is no excessive shaft play I would say run till the wheels fall off of it :)
 
It has been used for around 3000 miles on the talon. The thing is that it takes forever to spool full boost 4200rpm, blt was done and the car has a light tune on e85 but is only making 266 horses on 18 pound which I think is low. The tuner said that the turbo is the culprit, the rebuilt was done around a year ago by the previous owner Supposedly.
 
I haven't ran a 20g for a long time so I can't say if the spool is to slow. Slower spool up could be due to leaking wastegate flapper or a bad tune. if the turbo holds boost all the way to red line and doesn't fluctuate then its most likely is a good turbo. There isn't as much to a turbo as people may think. If it spins freely with not much shaft play either way and if the wheels are not damaged then the turbo should work just fine. Even if the turbo smoked a little bit it would still perform the same as the one that's not smoking. Low HP numbers could be due to a tune. If your air/fuel ratios are under 11.3 you could be losing power there, also what was the peak timing? Running 18 psi of boost with e85 I would think you should be able to get away with at least 15* of timing if not more.
