isc / ecu question ??

the other day i took apart my ecu to see if it was eprom. I noticed a fried chip.
i was refered to someone that repairs ecu's from the pic that i showed him, he told me it was from a bad isc.
my question is, can a bad isc realy cause a chip in the ecu to fry ??

also i've never had idle sugre or noticed a change in my cars performance

Without a doubt. If one of more of the coils in the ISC shorts out the next time the ECU trys to step the ISC the driver will sink far more current than it's rated for and smoke.

ok that probably explains the burnt area around the fried chip also.
