General ISC / ECU question

The other day I took apart my ECU to see if it was an EPROM and I noticed a fried chip.
I was referred to someone that repairs ECU's from the pic that I showed him, he told me it was from a bad ISC.

My question is, can a bad ISC really cause a chip in the ECU to fry?
Also I've never had idle surge or noticed a change in my cars performance.

Without a doubt. If one or more of the coils in the ISC shorts out the next time the ECU tries to step the ISC the driver will sink far more current than it's rated for and release the magic smoke.

ok that probably explains the burnt area around the fried chip also.
