is this head still ok to use....it seems ok...i dont know what the brown stuff is... i dont want to put money into it and have it not handle the heat

Bet that is where somebody wedged a wrench to break a cam bolt loose and cracked the casting.

Not pretty, but will work as long as it doesn't leak.

But if you are going for any sort of built head, find a nice casting.
 
Or you could take it to a welder and see if they could knock out the JB weld and actually lay a bead on the crack/hole that was patched with JB weld.
 
Save it as a back up, or a flip on a stock engine.....

Decent heads are getting harder to fine, that are anywhere close to a min spec thickness
