Is the charcoal canister needed to pass smog?

I've searched around and wasn't able to find a thread that answered my question well so I am posting one. I am posting in the newbie section because, well, it's a pretty newbie question.

I'm looking to drop my battery to the subframe via Gofer's tech article, but I still need to pass emissions and the mod requires you to delete the charcoal canister.

I am curious, is it something that I can get by with not having? I live in northern Colorado.

If I CAN get by with deleting it, what all do I need to do? What needs to be capped, etc?

Also, what exactly is the EGR block off plate for? Excuse me for not being to knowledgeable about the emission system in our cars. I'm definitely ready to learn.

If I CANT get by with deleting it, is it something that would be worth moving?

I appreciate all responses and please don't talk down to me if there is another thread already covering this, simply link it so I can read!

Was looking around and saw that the 97-99 DSM's have the charcoal canisters behind the bumper, would it be possible/recommended/easier to move mine there?

You know what - your car won't actually run that bad, if it is just barely leaner than stoic running in neutral. If they made you run on rollers it might be different, but they sure don't do that here, not with AWD. I'll see if I have a log, hang on.

Yeah here it is. I drove it to emissions this way and it was decent driving. You can see the cursor is at the same time spot (seconds) in every window. And you can see the AFR is bouncing all around in the 16 to 17 area. ~900 rpm idle. The stock narrow band O2 is flat-lined at 0 volts all the way through.

Now this is very interesting. This is why some of the newer cars use a wide-band O2 sensor stock, instead of a narrow band. It's because they want to run the car at cruise (light load) at an AFR in the ~16 area, a little leaner than stoich anyway, to get better mpg and cleaner exhaust. You can't control the engine with a narrow band in lean territory like this. The narrow band doesn't even see it. So they have to use a wideband!

At another part in this log where I'm holding it at 2500 rpm the AFR is a hair lower - about 15.5 to 16.5 or so.

No the inspector really wont care what your afr gauge says. All he is concerned about is if the machine says it passes or not. Then again I'm not sure how things apply in other states like I said before.
 
Every state is different.

I'm sure I'll get some DPS nazi for this one, but it's not hard to pay for a sticker . I run with no cat, an EGR delete, and no rear o2... Also running e85.

No CELs or anything like that so it was easy to get a sticker from a homeboy for 50$.
