Spray the entire radius of the hold-down area with a heavy-duty penetrant like B'Laster or Freeze Off, and let it sit overnight. The following day, lay the turbo down on a flat board or large piece of thick rubber, and proceed to smash the shit out of the turbine housing while holding the compressor cover with your foot. You'll most likely end up ruining the OEM turbine housing, but it doesn't matter because you're scrapping it anyway.

Be sure to pound evenly on both sides of the housing or else you'll bind the housing against the turbine and bend the turbine wheel.

It's worked for me every time. :D

I'm open to suggestions for a more-effective method which doesn't involve purchasing expensive pullers / presses that will only get used once a month. :D
