Horrbile idle/ accel. up to 20

I'm about to buy a 91 tsi and the guy i'm buying it from says that it idles horribly, and doesnt accelarate very well up to 20, but after 20 it pulls hard. I'm kind of new to dsms. Can anyone give me a few suggestions as to what it could be and how to fix it? Any help is appreciated.

We would need to know some basics about the car first. Mileage, auto/5speed, is it modded at all? If so what mods?

It's got about 100k miles on it, just had a timing job done about 600 miles ago, its an automatic, he bought it from and old woman for his girlfriend to drive but he just never got insurance put on it or anything like that so he just let it sit there so now hes selling it.

I saw that he had hacked the stock intake, so I was thinking something with the mas?

Need some help guys, if it turns out to be something serious then im not going to buy. I'm going up there tomorrow to look at again/drive it.
