1G Help, no spark

So I swapped a turbo 6 bolt from a 91 to a 90 with the ECU and wiring harness. After having everything connected I'm having no spark. Replaced plugs, wires, coil pack, and PTU and still nothing. Checked the CAS and looks goods. Checked out the ECU and it looks like the capacitor is leaking. So could this be the very reason for a no spark?

Sure, That one is going to need some repair. I assume you don't get a CEL for 5 seconds when you turn the ignition on?
