No spark no rpm help

alright, been searching forever and cant find the right info so here i go.. car cranks but doesnt start.. no spark on any cylinders, spark plugs arent wet either.. also when im cranking there is no rpm.. What drives the rpm when cranking, the CAS or the Coils? i thought it was the CAS so i picked up a new one from someone i k and that didnt help my car start.. the plug on the cas have 0 ohms to ground key off 12 v to the power key off, and on, and the other 2 wires i think have 5v key on and the ground has .8 ohms key on. Not sure if that tests right.. dont know much about dsm thats why im here.. i need help.. car cranks great, and i also ohmed the coils and they were good.. also when the coils are getting power and when i grounded out one of the grounds on the coil with key on i got spark at a plug, so i thought that would rule out the coils. i need help.. want to get it running.. thanks
 
The tach on a 91 is not controlled by the ecu, you have a tach signal wire from the power transistor that controls it. These are guaranteed things that will give you those symptoms. Ecm fuse, CAS, ECU. A broken timing belt.
