??Headlights wont go down or turn on now??

So for a few weeks my battery would slowly die if I didn't run the car alot, so I knew I had an off key drain so I had been unhooking the battery as it sat. So the other day I hooked up the battery and my headlights popped up and now will not go down or turn on. I'm thinking possibly a stuck relay. Some one smarter than me please help!!!

Make sure you reconnected all the leads to the battery. My 1990 has 3 (+) and 2 (-).
If still not turning on.. check the fusebox next to the Battery for a blown fuse.
