thanks this is my first dsm car its a 20 year old stored barn find. lots to replace and fix but i am almost ready to put her on the road aiming for spring. I need to get it running smooth and get exhaust and tuned. very excited

Right now I see a vented BOV on a stock MAF and a biggish turbo and some questionable spark plug wires that aren't routed cleanly. What are you using for tuning?

Idle surge is cause by the idle speed being too high when the throttle is closed. It could be a simple as your Base Idle Speed Screw (BISS) is misadjusted or your throttle cable is too tight but it's usually cause by too much air getting past the throttle butterfly from a leak or a bad Fast Idle Air Valve (FIAV) or Idle Speed Control (ISC) Motor.

What Steve mentioned above, plus I hear massive exhaust leak.
Do you have a wastegate? Judging by the video, it seems like you are missing it. And I see no actuator neither. If so, that massive exhaust leak sound comes from there.

i know the wastegate did not have the round disk that seals it installed i ordered a new one it will be here on Thursday. Does the wastegate effect the miss or surge?

I don't hear surge, just a very high idle. (Ok, what I would refer as idle surge)
A pre-O2 leak causes a mixture imbalance which in turn causes an idle speed change. The ISC will try to bring it under control but the system is already so out of balance that it takes very little for the ISC to be bottomed out.
I really suggest you start from the proverbial ground and work your way up. Hell, even the cruise control could be pulling the throttle plate open.
Disconnect the throttle cable from the body and see where that leaves your idle. You want to ensure all variables are eliminated as much as possible to hunt down specific issues.. High idle and a miss here are two.

Not far enough, sadly. I should have skipped forward. Serves me right for listening to it on the can.
A BOV not recirculated could easily let air past the seat but as RPMs go up, so would vacuum, causing the BOV seat to raise, increasing airflow slippage and rpm, until you reach cut-off. I'd figure that should be pretty apparent right after engine start but perhaps the vacuum pulled by the engine cold doesn't quite do it until things warm up.
Try using wide duct tape and sealing that BOV dump tube up. See what happens.
Or you could even cover it with your palm when it's surging (RPM up, drop, RPM up, drop, etc.)

Is the downpipe / O2 housing off the turbo hot side equipped with an O2 sensor? Can't see. I'm assuming the WG is supposed to dump based off the T from the collector.
There also seems to be a giant hole in the front of the collector?
There could also be intake manifold gasket leaks, you need to do a boost leak test.

ok so far from comments and more inspection of the car I ordered a O2 sensor and bung grommet to install it. I also realized that we did not time the cams in after putting it back together. I ran into a power steering leak on the cooling loop and i need to get the new wastgate installed and set up so i will do all these things and get back the results in a week or so. Thanks for all the advice and suggestions so far. oh and the BISS adjustment screw o ring was more like a hard plastic. thats what a car gets for sitting for 20 years. Keep chasing the problems.
