governor in a 95???

i was told the 97 and up dsms have a govenor but one of my firends says its all of the 2g is this true??

Only FWD came with a governer. I heard this is because they came with different rated tires than z rated ones that came on AWD's. Someone correct me if I'm wrong.

Doesnt all Auto trannys have a govenor at 130 also. 1st and 2nd gen?
