That's dielectric grease. It helps lock out moisture. It's normal and wouldn't cause any problems.

Also, yes, there is a way to jumper it, but why would you want to?

Do you wan to jump it just to check the fuel system? The jumper pigtail is on the fire wall beside the battery. It is a two wire plug with only one wire in it.

On a Galant and assuming my sources are correct, it is closer to the brake fluid reservoir than the battery like on a 1G.

We have the fuel pump rewire: FAQ Locator Fuel. Of course, I would encourage you to search around our forums to find the most up to date and improved versions of these.

Like the first link above and, again, assuming my Galant service manual is correct, the wire is yellow with green stripe rather than black with white stripe like on a 1G. And again, it is by the brake fluid reservoir and will likely be taped up to the rest of the harness.
 

I doubt the relay you linked to is the fuel pump relay. Unless someone used a stock appearing relay for a fuel pump rewire, that relay probably has nothing to do with the fuel system.

If the fuel system is completely stock, then the only relay that supplies the fuel pump is the MFI relay, located under the glove box. Again, the only way another relay (other than the MFI relay) would be a part of the equation, is if someone has added one to the circuit. Fuel pump rewire jobs are pretty common though, so it would't be out of the ordinary if this was the case. I just find it unlikely that the relay you posted a picture of is somehow incorporated into the fuel system. Typically, an aftermarket relay is used.

If you want to test the fuel system, supply 12v to the fuel pump test connector located on the bulkhead near the clutch master cylinder. Remove the small plastic cover on the connector. With the vehicle off, run a wire from any 12v source under the hood to the connector terminal. You should hear the fuel pump kick on with voltage applied. If it doesn't kick on, you could have a few issues (but not limited to):
-Circuit is broken
-Pump is not working
-MFI relay is bad

Everyone should have a datalogger. With MMCd or The TMO logger you can trigger the fuel pump relay or other solenoids in the car to check them.

From the wiring diagram posted you should be able to see that grounding pin 7 or feeding +12 to pin 9 will activate the relay.
